Supporting CTS as Chief Operating Officer is William Brendan, a seasoned technology executive and software engineer with decades of experience in secure systems, embedded technologies, and enterprise software. Over his career, he has held senior technical roles at leading organizations including Motorola, General Dynamics, Axway, and Panasonic Automotive. Most recently, he served as a Security Engineer at Panasonic Automotive, implementing secure boot processes and certificate validation systems on embedded ARM platforms.

He holds a Master of Science in Computer Science from the University of Houston and brings deep expertise in cybersecurity, systems architecture, and mission-critical software development.

Together, Chantal Shine and the CTS leadership team combine modern technical capability, real-world enterprise experience, and a strong understanding of federal acquisition processes.
